Oh, yeah, and this app also tells time. The smart phone app named httPebble is required, available for free on the iOS App Store and Google Play. The httPebble app has some limitations (which won't be repeated here); hopefully an updated version or Pebble OS will address these in the future.
Settings for metric/imperial units, format, screen, etc. are customizable at http://pebble.GORGES.us/s (note: ~5% of Android users cannot have custom settings).
Downloadable freely at MyPebbleFaces.com, and the latest version is 1.5 (September 5, 2013). Pre-release versions for testing are at http://pebble.GORGES.us, as are other under-development Pebble watchfaces and apps.
Thanks, all, for the feedback and I've been able to address most problems. The biggest issues seem to be connectivity, and those issues are unfortunately mostly dependent upon httPebble, Pebble OS, and iOS/Android. If you have connection issues, first try other weather apps and if only the Fair Weather app fails then please let me know.
